Create state file for cloned Database

I have a dedicated state for each deployed database.
To create a test env I can clone DB from prod and this is possible with terraform.
Ideally I also would like to have state file for cloned DB and apply only changes.
As for now I see only 2 possible ways to do it:

1. Create "empty" state and import all objects - very inconvenient and slow
2. Pull copy of state from prod and "patch" - not recommended way to deal with state.

Is there any other options to achieve the same?
