[bug]: Logout button slides over other buttons

Current Behavior

Logout button slides over other buttons and sometimes blocks them entirely when I resize browser window.

Expected Behavior

Logout button should not cover things on the page when screen resized.

Steps to Reproduce

1. Launch RTL service.
2. Resize browser window, with an eye on the logout button.

Logout button slides around and covers other page elements.
