The water rendered by DH does not seem to change its brightness during night (see photos).
This occurred using the Complementary fork recommended in the Distant Horizons Shaders Compatibility info doc, renamed from ComplementaryReimagined-main to ComplementaryReimagined_r2.3 in order to get blendium's config file to work.
While the photos were taken with resource packs on, I reproduced the effect after turning them off. A number of other graphics mods were installed (the 1.20.1 version of fabulously optimized, with an updated version of iris manually isntalled).

Reproduced the result using with only the following mods installed on a MC 1.20.1 instance, in order to rule out the possibility that it was somehow, say, ferrite core causing the issue.
