The current implementation of the bat form flight function uses a non-standard system to interact with the creative fly system. While most mods that utilize this system are aware of its non-ideal nature and handle it correctly, some mods do not. This can result in issues where flying is not possible.

Below is a list of mods that have been identified to cause issues with bat form flight due to improper handling of the creative fly system. These mods might have addressed the issue in recent updates, but they serve as a good starting point for troubleshooting flying problems:

While altering flight has been a tender subject in the past, this issue (and a plethora of others) is highly indicative of the limitations and overall jankiness of relying on creative mode for bat flight.

Perhaps it’s a good time to consider implementing a custom flight system that replicates creative flight, as that would ease the process of resolving issues like this while allowing future expansions (e.g. level up perks) to bat mode.
