I think it can be a bug in Extractor. I noticed this behavior on several channels but most often it's related to LinusTechTips channel.
I'm subscribing LTT channel and on youtube website I can see that a new video was posted 30-40 minutes ago but if I reload what's new tab or channel video list it's not there. Sometimes (sorry, I don't know how often because I don't use youtube website almost at all) such video isn't visible in NewPipe even after 4 hours. And it happend quite often but usually it doesn't took this long.

Btw I have "fetch from dedicated feed" option disabled. I think this may be important here. I know this method has a bug but I kinda like the way it doesn't show shorts.

Piped uses the Extractor as well. If this doesn't happen there, it's not an Extractor bug.

It happens in Piped as well. It affects fresh videos. Usually up to an hour sometimes more.

I suppose you should be able to reproduce the issue by requesting the channel page from a regular browser without logging into youtube.

Did you try that?
