make a release corresponding to termcomp23

I would welcome such a release, for consistency and reproducibilty, the assumption being that for each X, there is Y such that termcomp-X used tpdb-Y. We could always take "Y = the state of master at the date of the competition" but that looks somewhat inconvenient. At least, tag that state?
