Error message to improve #116

When creating tables for the first time, the following error is raised:

root@ae5782de3f75:/trusat-backend# python3 create_tables.py
Could not get ObserverID: 1146 (42S02): Table 'space.Observer' doesn't exist

And it probably can be improved to indicate that there isn't actually a problem in this case.
