"Unregistered" disappears even when the Owner is offline #2658

Version: 2.3.2-alpha.5
System: all desktops and mobile

Description: Sometimes "Unregistered" tag either doesn't show at all or disappears even when the Owner is offline.

Two kinds of situations:

the Owner is offline (tor is not hanging, everything is turned off correctly), and the user who is joining the community doesn't get "Unregistered" tag.
the user joins when the Owner is offline and gets the "Unregistered" tag at first, but it disappears later without turning the Owner's app on.

Is it possible to reproduce?
Should be. It doesn't happen every time, but it happened a few times during my tests.

Let's not fix this and instead prioritize #2652
