General config file (for @turbine properties) #160

It would be nice to to able to setup some things for all CSSP files, instead of per-file config, like we do now with @turbine.
Examples:

compress/minify all css output, not only .css files
activate a plugin for all files at once

It could be achieved using the existent config.php file.
