Short Description

The current mechanism is using an app, maintained by this individual github/safe-settings#260 https://github.com/apps/safe-settings-app. This seems to work fine, but I don't know if it will work forever. Plus, we have to stick to this admin repo - whereas, it would be possible to use the https://github.com/UCL-MIRSG/.github by setting the ADMIN_REPO environment variable, as discussed here https://github.com/github/safe-settings/blob/4cca3b0a6b362e7f874ecc3571ff8e1d7ab4671e/README.md?plain=1#L8-L10.

Acceptance Criteria

That we still have our current setup but using our own app.
