Not sure if this is policy, but when the TrivyIgnore parameter is not set the pipeline replaces any existing .trivyignore file with an empty file.

I'd prefer to manage my own .trivyignore file so that I can record the reason something is being ignored next to the ignore instruction.

Low priority.
