[BUG] When hovered-on, animation is not applied on Link text-decoration (underline)

Describe the bug
Links on the page do not have the proper animation in the underlined text-decoration when hovered on.

To Reproduce
Steps to reproduce the behavior:
Go to 'Standard Components' > Under the tabs > Text or create a basic text/markdown element with a link embedded like:
st.markdown("Regular text with an [example link](https://data.undp.org).")

Expected behavior
When hovered-on the link element, the red underline should move (animated)
