Development Batch Processor queue refreshes and shows Production Queue instead

How to recreate:

1. Go to https://staging-apps.usgs.gov/streamstats/bp/
2. Click the Batch Processor button at top right
3. Select "Development Queue"
4. Scroll in the table a bit to the right
5. Sometimes, the table will get refreshed and display the Production Queue instead

This doesn't occur 100% of the time, but it occurs enough for me to not be able to consistently delete/pause/etc. batches in the development queue.
