This feature is working in https://github.com/USGS-WiM/parks-and-refuges-fev/tree/doiRegionVersion

After we decided to refactor the regional report due to performance issues, the network geometry based query was no longer possible.

If there was a network field in the parks service we could do this, but at the moment there is only the region option.
