Add HUC boundaries

Look into adding HUCs, similar to what we're using in Streamstats. Someone mentioned they want to be able to click on the HUC and see which one it is, but that would not be possible using the same format as Streamstats, which converts the lines to images. If we do not convert the lines to images, it takes too long to load.

Hans said he may have an alternative dataset we can use.

Michelle suggested we just need HUC2 and maybe 4

Is this worth adding now? Or do we want to stop adding things that they can potentially give us feedback on now that the latest test site was pushed up? I think this one would be easy to do.
