Is your feature request related to a problem? Please describe.
It can be time consuming for the user to have to put in a completely new degree when planning different minor options. Instead, since we allow them to save to CSV, we should accept that format for uploading CSV.

Describe the solution you'd like
Same format as Download CSV, but for uploading.

Additional context
This may require work on UW-Path/Backend
