Flight planned level is above max level for route notification

If a flight is planned to take place between two airfields with a max level restriction, for example LHR-MAN not above FL195, then have a notification sent to the controller providing clearance to highlight this.

While some restrictions are well known (LHR-MAN/AMS/BRU), others may not be and while every effort is made to update vMATS with these restrictions, often they are missed.
