I log into the game through the loader, then I try to open the cheat menu and it doesn't open!

Make sure you have the VC++ redistributable runtimes installed. I recommend using this all-in-one package

Shouldn't be needed due to /MT compiler flag. OP should ensure the module actually loaded.
