Need a way to manage resources properly

All resources should live in the install directory, but that make modding kind of a pain.
We need a way to easily manage resources.
An application which can be used to copy and move files into the installation directory - a kind of file manager for Volts of Doom...

It should be able to :
[ ] Deploy resource packs from elsewhere on the file system.
[ ] Automatically deploy mod jar files for ease of running.
[ ] Apply new textures intelligently (not just erasing and overwriting everything).
[ ] Back up resources.
