As a user of Paloma's non-GRAIN denoms, I want to be able to send my GRAINs across the Skyway Bridge to any chain supported by Paloma.

Acceptance Criteria

Create special ERC-20 token deployment job that will take an ERC-20 blueprint contract and deploy it to all target chains

Special job will deploy ERC-20 to all chains with an ERC-20 blueprint contract as input

Create Governance vote for registering tokens that takes 15 minutes instead of 2 days
Allow Mandi to create her 1 Mandi token and then send that token across the bridge to trade on Base. See example tx: palomad tx skyway send-tx 0x000...1235 1000000umandi "base-main" --chain-id tumbler --gas auto --node https://rpc-1.paloma.nodes.guru --from paloma1...1234 --sign-mode "amino-json" --fees 1000ugrain -b sync
