No Access with Apple iCloud Private Relay enabled

Because

User reached out about not being able to stream content from within the US with Apple iCloud Private Key enabled. Was able to stream after disabling. Currently has relay set to use country and time zone for IP address location.

Done when

1. Confirmed Apple iCloud Private Key restricts access to AAPB streaming
2. Determined what, if anything, could be done to allow access while Private Key is enabled (either on our end of user end)
3. Respond to Meghan about the outcome
4. If necessary, made a ticket to describe next steps to allow streaming with Private Key enabled
