refactor: repository to use Helm Charts

Description

The official documentation of locust proposes to use Helm Charts as the package manager for Kubernetes / OpenShift. They have also mentioned a link to a GitHub repository which contains this Helm Charts from a trusted third-party.

We can plan to use that Helm Charts as an improvement task and make it part of our config-repository.
