Add detection of which modes are available before displaying in the FPMS menu system. Fir instance, no point in showing wireless console if the package is not installed. Also add check for availability of config files in correct locations.

This provides a better use experience than showing all mode options, then failing when a user selects a non-existent or badly configured mode.
