Make Visual Assets useful elsewhere

See discussion on pg13 of the documentation (section: What is a visual asset, and how do I use one?) - currently they are only used for achievements, but could be used elsewhere.

I have at several points started a private branch that replaces all uses of image uploads with a central model (though always got put aside due to more urgent changes), so would strongly support this move.
