Describe the Issue
There is a bug where for some reason, no matter where the region is, the feature that disallows block placement in a region is offset by 1 block from the feature that disallows the other team from entering the region.
Client Version
Server-side
To Reproduce
Create a cuboid region via a maps.json file. (Note: I have not tested this bug with other region shapes, but I assume a similar effect is achieved).
Expected Behavior
Regions should always be consistent in terms of the set of coordinates they are defined at and the features that are allowed/disallowed at said region.
Screenshots
The below screenshot demonstrates the inconsistency between the block-placement disallow feature, represented by the blue box from corner to corner, and the opposing-team entry disallow features, represented by the red box from corner to corner. Assume the area from any outer-corner of either rectangle to the inner-most corner of that same rectangle represents the area of one plane of a Minecraft block.
Server Software (Spigot/PaperSpigot)
Either-or (assumption).
