Rotate Out Animation is Bugged

Description

Using Rotate Out doesn't have a selection bar for the degree of rotation, so doesn't rotate. This was mentioned in the past and the code is the same as the updated version posted there, but doesn't function.

Reproduction Steps

1. Go to Animations
2. Scroll to Finish
3. Click Type "Custom"
4. Check "Rotate Out"
5. See that there is no selection bar and that it doesn't function.
