Steam for Windows downloads stall out randomly, requiring an exit and restart

Description

When running Steam version 1731433018 (build date: Tue, Nov 12 9:10 AM UTC -08:00), downloading games frequently becomes problematic as the downloads will randomly stall, necessitating exiting and restarting Steam. It even happens when the download completes, it's necessary to exit and restart to complete an install.

Steps to reproduce

1. Install Steam into a new container
2. Run Steam
3. Log into an account
4. Download any game

Expected behaviour

Steam downloads should proceed to completion.
