[Enhancement] Make it so that if a player wants to make a portal, they need a bucket of dimensional plasma rather than a flint and steel

This would allow portals to still exist in the overworld and still be useful, but would require the player to still go underground to get the plasma to open them. Seems like a fair balance in my opinion.
