The "None" assignment gives the monitor the "BlackScreen" material, which is Lit instead of Unlit, while the overlay is always Unlit. This causes it to appear that the monitor is off and there is a sticker on top of it, instead of the overlay text being part of the screen's contents.
There is currently no API in GeneralImprovements to check whether a monitor is unassigned, so this would have to be based on the material name for the moment.
