ScillaContrExec::execMsg takes the current blocknumber as an argument. Instead this should happen via callbacks, similar to how ScillaParams::fetchStateValue etc works, using the newly introduce fetchBlockchainInfo API introduced in Zilliqa/Zilliqa#2757.
