the changes are implemented in #1497, but nodes do not start. @JamesHinshelwood can you help on having a look?

It must be a validator since otherwise there is no block production. And the first validator must be a bootstrap node to allow other nodes to join the network. As discussed, you should close the issue @frankmeds unless you want to keep it for whatever reasons.
