May I ask two questions:
#1 - is the idea to download it, but keep the downloaded photos in the cloud as well? (COPY)
Or is that an option to export and remove objects from iCloud to reduce the allocated space in iCloud (MOVE)

#2 - Do you see a chance to filter this export only to either the photos/videos that are marked as "favorite ♥️" or the other way round (all photos that are NOT a favorite)?
This would give us the chance to e.g. to keep all favorites in iCloud while all other photos are moved to local storage.
