Each tasks state should have an order or priority

As an administrator, I'd like to define a priority or order on each state (new - running - backlog, etc.).

The priority/order would determine the order of the state listed when viewing all tasks. A priority/order of 0 would list the state on the left, while a higher order (10) would list on the right.
