Describe the solution you'd like

This comment identified a potential issue for Tarchive not assigned to a project.
Discussed in imaging meeting 2024-10-04: no one should see them by default.
A new view should be created to list TarchiveIDs not assigned to any project, at least.
A new permission should be granted to access that view.
