Support Upper Air Products

Regarding the upper air messages. We would just like to have the ability to "announce" that the messages are in the system and available for use by the forecasters. A simple banner of "xxx issues Mandatory Levels (MAN), "xxx issues Significant Levels (SGL)", "xxx issues Above Levels (ABV)" would be great. Having this announcement in NWSChat will also serve as confirmation that the messages made it where they were supposed to. Our comms out in these bush villages leaves a lot to be desired, so any automatic confirmation that products were properly disseminated would be a good thing. I could also see our partners being interested in getting quick access to the upper air data in certain parts of the country.
