Rule 103: This definition implies that, at least initially, all new rules are mutable; immutable rules, as long as they are immutable, may not be amended or repealed; mutable rules, as long as they are mutable, may be amended or repealed; any rule of any status may be transmuted; no rule is absolutely immune to change.
Rule 302: Voting AGAINST a rule does not incur any penalties or reward any benefits. To promote additional rules (and thus playing the game), voting against a rule should not be rewarded. Gaining points by voting AGAINST is unconducive to the game and should be discouraged.
