Add 32-bit Float Test Vectors #11

We need to have test vectors around 32-bit floats in binary. Also, would be good to have equivalences to 64-bit floats in here as well.

A good vector has been added in #55. Closing this issue while noting in #21 that 32 vs 64 bit float equivalence vectors should also be added.
