NamespacedIonConfigManager.queriesCacheResults doesn't do anything

The queriesCacheResults field on NamespacedIonConfigManager which is supposed to setup the default behavior of the manager to have queries cache their results or not by default is never used. Query objects can directly set caching, but the behavior is not passed from the NamespacedIonConfigManager.
