e.g. https://github.com/tendermint/tendermint/releases/tag/v0.37.0-alpha.2 would work

This is needed for #418

At the moment, we don't have the version specified in the codebase in a machine readable format (#153), but if we implement that, then CI could be able to read the version from that.
