Does this support running with flags?

I think flags can be accessed from the WebView Dev tools. See: https://github.com/Slion/Fulguris/wiki/WebView

I don't see it mentioned there:
https://chromium.googlesource.com/chromium/src/+/HEAD/android_webview/docs/developer-ui.md

You can launch the DevTools UI from adb though.
