Documentation problem

As part of an academic assignment, I noticed that this repository does not have Contributing Guidelines or Code of Conduct established. However, https://www.pymoo.org/contribute.html does provide some detail on suggested topics to contribute to.

Suggested fix for documentation

Add a CONTRIBUTING.md (which at least incorporates https://www.pymoo.org/contribute.html) and CODE_OF_CONDUCT.md.

I would like to volunteer to create and eventually PR the CONTRIBUTING.md and CODE_OF_CONDUCT.md for the project.
