GitHub templates updater

Observe on the repository which stores Pull Request and GitHub templates and populate the changes to registered repositories as Pull Requests or direct commit to master

Configuration

The user should be able to define

• source repository where the templates are stored
• list of target repositories (or the whole org)
• if the change should be populated as PR or direct commit to master

Example

Arquillian templates are stored in https://github.com/arquillian/org-settings/tree/master/.github. Any change done to these files should be committed to master branch of any repository in this organization (excluding archived repositories).
