Separate percent of stake connected from benched stake

The current metric shows the actual percent of stake that the node considers query-able and also includes benched stake. It's best to separate these to have one for actual connected stake and one for benched stake.

This issue has become stale because it has been open 60 days with no activity. Adding the lifecycle/frozen label will cause this issue to ignore lifecycle events.
