Two finger scroll only wokrs in upper left region of the screen in Google Chrome #149

What steps will reproduce the problem?
1. Open a web page with more than one screen height of content
2. Place the mouse cursor over the lower right quadrant of the content area and 
try to scroll - nothing happens
3. Place the mouse cursor over the upper left quadrant of the content area and 
scroll - it works.
4. Place another appliacation with scrollable content behind the Chrome Screen, 
and repeat step 2. - Observe that the content in the application behind chrome 
has been scrolled.

What is the expected output? What do you see instead?
The expected output is content in Chrome being scrolled regardless of where the 
mouse pointer is located within Chromes Content area. This only happens in the 
upper left quadrant of Chromes content area.


What version of the product are you using? On what operating system?
OS: Window 8
Computer: Lenovo T540p
Synaptics:
- SGS Version: SGS 12.0
- Synaptics ClickPad on SMB Port
- Driver Version: 17.0.12.3
- FW Version: 1.2
- Interface: SMB
