What steps will reproduce the problem?
1. double clicking the .exe to run two-finger-scroll 

What is the expected output? What do you see instead?

same problem with windows 7 service pack 1, 64bits

@webmobiles Instead of this, go to device manager -> Pointing devices, right click -> Update drivers. Restart. Worked for me.

@amolpednekar So you did that and then you were able to install the .exe file with no problems? My Synaptics drivers are already updated... I'm not sure what to do.

@PsiHovno It appears that this issue has been reported under several other bug IDs. This one has a suggested solution which sounds like what I did when I ran into this problem years ago. My memory's a bit fuzzy, but that's probably the thread that gave me the solution.

Quoting that thread, run the following from a command prompt:

c:\windows\syswow64\regsvr32.exe c:\windows\system32\syncom.dll
c:\windows\syswow64\regsvr32.exe c:\windows\system32\synctrl.dll
