The CloudFormation stack will no longer work because AWS has decided to not allow the creation of new CodeCommit repo's. Is there a way we can utilize this architecture without the use of deprecated services?

"AWS CodeCommit is no longer available to new customers. Existing customers of AWS CodeCommit can continue to use the service as normal."
