What would you like to be added:
As a developer on an M1 Mac it would be very useful to be able to use the base builder image for local development.

In this PR we stripped out a lot of required binaries to make the image smaller. It would be nice to reinstate a subset of those required for local development.

Why is this needed:
So far I've identified us missing the following:

go-licenses
skopeo
node
helm

I'll update this list if I find any more.
