Release binaries

We have multiple customers who want to download the binaries rather than building the plugin from source (see firecracker-microvm/firecracker-go-sdk#174).

@kzys would you accept a PR for this? I have a workflow in alexellis/arkade and alexellis/k3sup that you can copy from .github/workflows

I'd just suggest adding a make dist makefile target, and copying my publish.yaml. You won't need to the git clone step, as you'll have the source in tree.
