👷 Add notification for releases in Github discussions

Purpose

A release notification mechanism is already in place targeting our Discord. The proposal is to add an additional mechanism for posting an announcement in the announcements category of our GitHub Discussions space.

This update ensures that every release announcement is available on both platforms, improving visibility and communication within the community.

Scope

The proposal mainly targets the repositories at the heart of the protocol, i.e. (non-exhaustive):

• axone-protocol/axoned
• axone-protocol/contracts
• axone-protocol/ontology
• axone-protocol/axone-sdk
