Twitch studio overlay like

Hello guys, I was wondering if there is a possible way to implement this chat software as an overlay like Twitch Studio does. Twitch Studio for example allows you to run the game in full screen and displays the messages without any problems without needing to put game in windowed mode,. Is a good feature and it will be nice to achieve, but I don't know how hard is to do that.
